Two Arrested, Booked Into Jail After Suspected Puppy Mill Discovered In DeKalb County

(DEKALB COUNTY) - Nearly 40 dogs were found living in filthy, confined conditions inside a DeKalb County home--now two people have been arrested and booked into the DeKalb County Jail.

Stanley Gard and Angela Gard are each facing 45 counts of Cruelty to an Animal, along with charges related to failure to register as a commercial dog breeder.

According to the DeKalb County Sheriff's Office, the investigation began earlier this week after an anonymous tip about a dog that appeared malnourished, severely dehydrated, and covered in feces and urine while suffering from apparent medical issues.

An Animal Control Officer responded to a home in the 700 block of County Road 27 and initiated an investigation.

During that investigation, authorities say approximately 40 dogs were found inside the residence. The animals were kept in cages in upstairs bedrooms, as well as throughout the home, including multiple areas in the basement.

Investigators say many of the cages were rusted, in poor condition, and surrounded by significant accumulations of feces and urine--some so heavily soiled they were difficult to open.

Officials say most of the dogs were living in extremely unsanitary conditions with no clean living space. Some areas of the home, particularly in the basement, had strong odors and visible buildup of waste.

Authorities also say many of the dogs appeared to have had limited exposure to normal human interaction and basic care.

All of the animals were removed from the home and placed with partner organizations for care and evaluation.

The Sheriff's Office says multiple agencies assisted in the response, including the Fort Wayne Humane Society, Shadarobah Horse Rescue, Loyal K9 Rescue, and volunteers.

Sheriff Brady Thomas says the case highlights the importance of reporting concerns.

"This case is a clear example of why it is so important for the public to report what they see," Thomas said. "Because someone spoke up, these animals were removed from unacceptable living conditions and are now receiving proper care."

A criminal charge is merely an accusation, and all suspects are presumed innocent until proven guilty in a court of law.
